《廣東省城市公共交通二維碼應用技術規范》
1.編制背景
城市(shi)(shi)公(gong)(gong)共(gong)(gong)(gong)交(jiao)通(tong)出行(xing)(xing),與人們的(de)(de)(de)(de)(de)日常生(sheng)活息息相關,具有用(yong)戶(hu)數量多、使用(yong)密(mi)度(du)高等特(te)點。 廣(guang)(guang)(guang)東(dong)(dong)省(sheng)內公(gong)(gong)眾乘坐公(gong)(gong)共(gong)(gong)(gong)交(jiao)通(tong)工具(如地鐵、公(gong)(gong)交(jiao)、輪渡、出租車(che)(che)(che)等)主要(yao)以(yi)刷(shua)卡(ka)為(wei)主,一(yi)卡(ka)通(tong)電子支(zhi)(zhi)付(fu)(fu)的(de)(de)(de)(de)(de)使用(yong)確實(shi)為(wei)城市(shi)(shi)公(gong)(gong)共(gong)(gong)(gong)交(jiao)通(tong)出行(xing)(xing)帶來了(le)便(bian)(bian)利(li)(li),但(dan)在當前各種移動(dong)(dong)(dong)支(zhi)(zhi)付(fu)(fu)技術(shu)日益成熟(shu)的(de)(de)(de)(de)(de)背景下,公(gong)(gong)共(gong)(gong)(gong)交(jiao)通(tong)電子支(zhi)(zhi)付(fu)(fu)行(xing)(xing)業逐漸暴(bao)露了(le)支(zhi)(zhi)付(fu)(fu)模(mo)式(shi)(shi)單一(yi)、對實(shi)體票(piao)卡(ka)依(yi)賴性高等應(ying)用(yong)局(ju)(ju)限性。隨(sui)(sui)著移動(dong)(dong)(dong)互聯(lian)(lian)網技術(shu)的(de)(de)(de)(de)(de)迅速發(fa)展(zhan),人們的(de)(de)(de)(de)(de)支(zhi)(zhi)付(fu)(fu)方式(shi)(shi)正(zheng)在悄然(ran)的(de)(de)(de)(de)(de)發(fa)生(sheng)著變化(hua),以(yi)二維(wei)碼(ma)(ma)為(wei)媒介的(de)(de)(de)(de)(de)移動(dong)(dong)(dong)手機支(zhi)(zhi)付(fu)(fu),逐漸為(wei)人們廣(guang)(guang)(guang)泛接受。但(dan)目(mu)前廣(guang)(guang)(guang)東(dong)(dong)省(sheng)公(gong)(gong)共(gong)(gong)(gong)交(jiao)通(tong)支(zhi)(zhi)付(fu)(fu)領(ling)域(yu)已(yi)被支(zhi)(zhi)付(fu)(fu)寶(bao)、微信、銀聯(lian)(lian)以(yi)及地市(shi)(shi)自主的(de)(de)(de)(de)(de)乘車(che)(che)(che)碼(ma)(ma)覆蓋(gai),出現(xian)“萬碼(ma)(ma)奔騰”的(de)(de)(de)(de)(de)局(ju)(ju)面(mian),不利(li)(li)于(yu)乘客便(bian)(bian)捷(jie)出行(xing)(xing)。截(jie)止目(mu)前,廣(guang)(guang)(guang)東(dong)(dong)省(sheng)尚無相關城市(shi)(shi)公(gong)(gong)共(gong)(gong)(gong)交(jiao)通(tong)行(xing)(xing)業二維(wei)碼(ma)(ma)應(ying)用(yong)技術(shu)的(de)(de)(de)(de)(de)規范,不利(li)(li)于(yu)行(xing)(xing)業的(de)(de)(de)(de)(de)管理。 隨(sui)(sui)著《粵港(gang)(gang)澳(ao)大(da)灣(wan)(wan)(wan)區發(fa)展(zhan)規劃(hua)綱要(yao)》和《廣(guang)(guang)(guang)東(dong)(dong)省(sheng)推(tui)進(jin)粵港(gang)(gang)澳(ao)大(da)灣(wan)(wan)(wan)區建(jian)設三(san)年行(xing)(xing)動(dong)(dong)(dong)計劃(hua) (2018-2020 年)》的(de)(de)(de)(de)(de)出臺(tai)(tai),廣(guang)(guang)(guang)東(dong)(dong)省(sheng)明(ming)確鼓(gu)勵第三(san)方服(fu)(fu)務平(ping)臺(tai)(tai)發(fa)展(zhan)“一(yi)票(piao)式(shi)(shi)”聯(lian)(lian)程客運(yun)服(fu)(fu)務”。粵港(gang)(gang)澳(ao)大(da)灣(wan)(wan)(wan)區是由香(xiang)港(gang)(gang)、澳(ao)門(men)(men)兩(liang)個特(te)別行(xing)(xing)政(zheng)區和廣(guang)(guang)(guang)東(dong)(dong)省(sheng)廣(guang)(guang)(guang)州、深(shen)圳、珠海、佛山、惠州、東(dong)(dong) 莞、中山、江門(men)(men)、肇(zhao)慶(珠三(san)角(jiao))九個地市(shi)(shi)組成,建(jian)設粵港(gang)(gang)澳(ao)大(da)灣(wan)(wan)(wan)區既(ji)是新時代推(tui)動(dong)(dong)(dong)形成全面(mian)開放新格局(ju)(ju)的(de)(de)(de)(de)(de)新嘗試,也(ye)是推(tui)動(dong)(dong)(dong)“一(yi)國(guo)兩(liang)制(zhi)”事業發(fa)展(zhan)的(de)(de)(de)(de)(de)新實(shi)踐。現(xian)階段乘車(che)(che)(che)碼(ma)(ma)已(yi)全面(mian)覆蓋(gai)大(da)灣(wan)(wan)(wan)區廣(guang)(guang)(guang)東(dong)(dong)“九市(shi)(shi)”和香(xiang)港(gang)(gang),移動(dong)(dong)(dong)支(zhi)(zhi)付(fu)(fu)已(yi)成為(wei)跨(kua)境支(zhi)(zhi)付(fu)(fu)的(de)(de)(de)(de)(de)主要(yao)方式(shi)(shi),因(yin)此為(wei)后(hou)續實(shi)現(xian)三(san)地標(biao)準(zhun)對接,亟須出臺(tai)(tai)廣(guang)(guang)(guang)東(dong)(dong)省(sheng)內城市(shi)(shi)公(gong)(gong)共(gong)(gong)(gong)交(jiao)通(tong)行(xing)(xing)業二維(wei)碼(ma)(ma)標(biao)準(zhun)。本標(biao)準(zhun)的(de)(de)(de)(de)(de)編制(zhi)更能有利(li)(li)于(yu)促進(jin)粵港(gang)(gang)澳(ao)大(da)灣(wan)(wan)(wan)區互聯(lian)(lian)互通(tong),更好地構建(jian)安全、高效、便(bian)(bian)捷(jie)的(de)(de)(de)(de)(de)跨(kua)境資金轉移“高速公(gong)(gong)路”,為(wei)大(da)灣(wan)(wan)(wan)區居民提供多元化(hua)的(de)(de)(de)(de)(de)支(zhi)(zhi)付(fu)(fu)方式(shi)(shi),助力大(da)灣(wan)(wan)(wan)區公(gong)(gong)共(gong)(gong)(gong)交(jiao)通(tong)服(fu)(fu)務水平(ping)提升。
2.任務來源
根據廣東省委省政府、廣東省交通運輸廳加快推進“互聯網+”交通運輸服務的戰略目標,為了全面推進智慧交通工程的建設,進一步提升城市公共交通的服務水平,在廣東省交通運輸廳指導下,由廣東嶺南通股份有限公司(以下簡稱“嶺南通公司”)、廣州羊城通有限公司(以下簡稱“羊城通公司”)、廣東省道路運輸事務中心(以下簡稱“事務中心”)、 廣州市公共交通數據管理中心(以下簡稱“數據中心”)協作編寫的廣東省地方標準《廣東 省城市公共交通二維碼應用技術規范》,將以政府行業主管部門的名義發布,并在廣東省范圍內執行。標準的實施將有效地規范我省公共交通行業二維碼支付應用的相關要求,提升全省城市公共交通行業的服務水平。同時,本標準的實施亦是順應“互聯網+”的發展趨勢,貫徹落實省委省政府、省交通廳關于“互聯網+”交通運輸服務的重要戰略部署,是一項惠及民生的重要事項,對全省公共交通支付方式的互聯互通和交通電子支付行業的創新轉型、為公眾提供普適均等服務、提升城市公共交通出行體驗具有重要意義。
